The border-spacing property depends on border-collapse: separate. This is not the initial value for border-collapse, but because UAs must do this for HTML tables, these should be valid, the omission of border-collapse not withstanding.

The example above where border-spacing is specified should look exactly the same as this one where cellspacing is specified:

In the example below, there should be 10 pixels horizontally between borders and 5 pixels vertically. The space should be red.
